Madras High Court Assistant Programmer Selection Process:

The Selection Procedure of the Exam will be as follows:

  1. Written Examination
  2. Skill Test and Viva Voce

 

Exam Pattern for Madras High Court Assistant Programmer Posts:

The selection of candidates will be based on (a) Written Examination; (b) Skill Test and (c) Viva Voce in the following manner:

a. The Question paper will consist of:

i. The questions in Part-C of the Written Examination will be bilingual i.e. both in English and Tamil. In case of any inconsistency between English and Tamil versions of the questions, the English version will prevail over the Tamil version

ii. The questions in Parts A and D will be in English only

iii. The candidates should get qualified in all the parts A, B, C and D separately to get qualified for shortlisting for Skill Test

iv. The candidates for Skill Test will be shortlisted, based on merit in the Written Examination, from among the qualified candidates in the Written Examination, at a ratio not exceeding 10 times the number of vacancies or as may be decided by the Judicial Recruitment Cell, High Court, Madras following the rule of reservation. However, in each reservation group, all the candidates, who secure the same mark as that of the cut-off mark for their reservation group in the Written Examination, will be admitted to the Skill Test. Therefore, mere securing the minimum qualifying marks in the Written Examination will not confer any right on the candidate to get qualified for Skill Test.

Any representation from candidates for changing the dates of examination / selection process, change of examination centre, for relaxation of conditions mentioned in the advertisement or exam related direction or guidelines or minimum marks or qualification / requirement etc. or for revaluation / re-totalling will not be entertained, under any circumstances.

b. Skill Test: (Maximum Marks: 50) (Minimum qualifying marks: 18):

In the Skill Test, candidates programming skills in computers would be tested, as per the syllabus provided in Para No.7 below.

Note:

– For Viva voce, the candidates will be shortlisted as per merit based on the marks secured by them in the Skill Test, from among the qualified candidates in the Skill Test, in the ratio of 1:2 or 1:3 or such number as may be decided by the Judicial Recruitment Cell, High Court, Madras with reference to the number of vacancies, from and out of the qualified candidates in the Skill Test, following the rule of reservation.

– If the number of vacancies notified to be filled by anyone or more of the Reservation Groups viz. Scheduled Castes, Scheduled Caste (Arunthathiyars), Scheduled Tribes, Most Backward Classes / Denotified Communities, Backward Classes (other than Muslim) or Backward Classes (Muslim) or General Turn is four and below, the number of candidates to be admitted to the Oral Test will be three times the number of vacancies.

However, in each reservation group, all the candidates, who secure the same mark as that of the cut-off mark for their reservation group, will be admitted to the Oral Test. Therefore, mere securing the minimum qualifying mark in the Practical Test will not confer any right on the candidate to get qualified for the Oral Test.

c. Viva Voce: (Maximum Marks: 50) (Minimum qualifying marks: 18)

The object of Viva voce is to assess the suitability of the candidates by judging their mental alertness, skills, attitude, ethics, character; expertise in computer programming; knowledge in coding; computer networks, data bases, operating system etc.

[In the viva voce, the outstanding and meritorious record of candidates in Sports, Athletics, NCC, NSS, ACC, Scouts and Guides and Literary activities of the candidates besides his general physique, aptitude, flair for expression, grasp of General Knowledge etc. will also be taken into account. If the candidate is an „In-service candidate‟ or in the service of the State or Central Government or in the Government Aided Institutions or the Quasi Government Organizations, his personal file or record sheet or any other record showing his work and conduct will also be taken into account. Further, the services rendered in the defence forces will be considered as an additional qualification]

SYLLABUS FOR “PART-D” OF THE WRITTEN EXAMINATION AND SKILL TEST:

i. Basics of Computer Networks and Operating System: LAN, WAN, Wireless Networks, WLAN, Wi-Fi, LAN Testing, LAN Proxy Server, OSI Layers, Network Protection and Security, Basic Working Knowledge of Windows / Linux Operating Systems including Open source Operating Systems.
ii. Application Development: Requirement Analysis & Engineering, Software analysis & Design, Flow Charts, DFD, Concepts of OOPs, Software Change Management, Deployment of web based applications, IDE Tools, Reporting Tools, Documentation and User manuals, Unit and Integrated Testing.
iii. Internet & Web Technologies: HTML5, CSS3, Java Script, JSON, AJAX, XML, Web Servers, Server Programming Language – Java, PHP, Python, Web Design Tools, Mail Clients, DNS and Web Hosting, Static and Dynamic Web Development, Responsive Web Design, API/Web Services, W3C Standards.
iv. Software Tools and Techniques: Office tools, working knowledge of Learning Management System (LMS)/Content Management System (CMS), Document Management System (DMS). Database Management System overview – Database design, Data Analysis, ER Diagrams, Database Server – Industry Standard DBMS including postgresql, Overview of SQL Statements, Programming Concepts and Snippets, Testing Tools and Performance Monitoring tools

PREPARATION OF SELECTION LIST:

Final selection of candidates will be made on the basis of combined marks secured by the candidates in the Written Examination, Skill Test and Viva Voce, as per merit, by following the rule of reservation.

However, in case of two or more candidates scoring equal marks, in any category, the candidate senior in age will be placed above in the merit list.
